As part of their research wings, the Institute for Economics & Peace (IEP) publishes annual publications that provide metrics for measuring terrorism in the world and how it is percived.
Even though humanitarian NGOs have analysts and intelligence professionals working for them, they are not considered private intelligence agencies (PIA). A PIA is a private sector or quasi-non-government organization whose sole goal is to collect, analyze, and exploit information. These can rely on anything from SIGINT, HUMINT, OSINT, and IMINT.
While some NGOs might also generate intelligence from passive collecting and some active HUMINT, many hire PIAs and private security firms with strong intelligence divisions. Ultimately, this makes NGO intelligence reliable and actionable when disclosed to the public.
